What is the ruling regarding building a house for poor or giving medicines with the zakaat amount?

A builder if informed to construct a house with the given zakaat amount and then handing it over to the poor as zakaat and medical owner should be directed to give the medicine as zakat, then it will be considered as zakaat and is permissible.
